in my telegram No. 53 of 27th February, in deference to the wishes of the United States Government, said that I was most anxious to do anything I could to support American co-operation in China, but that, as regards the adviser, the scheme did not seem to be practicable, in view of the known opposition of other Powers and the promise made to the Chinese Senate.

Mr. Phillips then asked whether Ilis Majesty's Government would support the idea of an adviser from one of the non-interested Powers. I am replying that we will do so if no objection is made by the other participating Powers.

Peking, March 4, 1911. YOUR telegram No. 44 of 1st March: Chinese currency loan. Four groups have suggested that nomination of a financial adviser of a neutral nationality should be left to them, and the United States Minister seems to favour suggestion as likely to ensure a good selection and to eliminate political jealousy.
